I have a friend who is not using AdGuard but is having the same problem - but I believe in his case it is associated with the VPN software he's using. It's ports all the way down.
Turns out- the owner of the plist is `root` when the installer finishes running. It is the `$USER` before. This seems to be related to the Bartender problem as well-
