At least I have the Adguard Icon in Edge and it filter Ads in Edge. It seems to me it works. I have no issues in Chrome too, if the WPF is enabled.
(Some websites reports problems with the insider preview update, maybe this is your problem?)

If this WPF driver is disabled, Adguard can't filter Edge, that's right.
But if WPF is enabled, Aguard not work in Edge anyway (No Adguard icon inside Edge).
If I enable it => No ads in Spartan, but in Chrome and IE 11
if I disable it => Ads in Spartan, but not in Chroem and IE 11
I used Adguard 5.10.1164 and see in your configs that you use 2011/2012 I will update now and see if this is the reason.
