The problem is that Symantec antivirus is using a profile similar to AdGuard, which is causing it to block the activation of the other profile. If I want to enable the AdGuard profile, I have to disable the Symantec profile. However...

The filename downloaded is "adguard-dns.mobileconfig", not "theconfig.file" and is directly from https://adguard-dns.io/en/public-dns.html as seen in screenshot.
When just install Profile (no manual Plain DNS in WiFi DNS, no AdGuard Extension for Safari etc), test result shows Not Running...
