AdGuard Not Running on 17" Macbook Pro El Captain

I began using a newly refurbished, excellent 17" Macbook Pro running
El Capitaine.

Adguard simply does not work. I can successfully install it. When I
click on the app icon--nothing happens.

I tried downloading again to re-install. I got an error message saying
the current program was "running."

Clicking again, I got an message that the program was "not responsive."

I shut down my computer; then was able to re-install. Yet still
clicking on the app icon did not result in the traditional program preference
pane and other features.

Can you help?

If yes, I suggest you to try complete uninstall using this manual: https://adguard.com/en/how-to-delete-adguard.html#howForMac
