cdn.office.net blocked by "Custom filtering rules"

The above URLs are blocked by "Custom filtering rules". But if I restart the computer (no change to the custom filter list), they become "Processed". What is the cause of changed behavior?

AdGuard Home v0.107.7
No changes to the following rules or filters, but accessing https://outlook.live.com was blocked. If I restart Windows 11, the URL is not blocked anymore. Details are in the screenshot.
