Jump to Bottom

My user filter list is getting a bit long, and any time i need to get to the bottom it takes a bit of scrolling. How about a 'Jump to Bottom' button somewhere at the top.

It doesn't help that whatever i do to edit a rule at the bottom, the list always resets to the top again and i have to scroll again to the bottom for further editing.

Please, no scrollbar though. I hate those!
