What do you mean "getting a incoming connection"? Where and what exactly do you see?

Firewall Settings:

Mode:Limit incoming connections to specific services and applications

Applications:

com.adguard.Adguard:Allow all connections

Firewall Logging:Yes

Stealth Mode:Yes

in system setting for firewall the app is not there so i can not block incoming connections to it. for my mac.

I assume this was copy\pasted from system report? Well, that doesn't mean you are "getting incoming connections".

You just have to refresh the system report window (cmd+R) and this line will disappear.

No, you don't have to reboot your mac.
This is not an actual permission anyway. I think this is how system report works, it just remembers if you had a permission for an app before uninstalling it, so if you restore it in future, the permission can be automatically granted or revoked (based on the previous choice).

If you really need to get rid of this line, just go ahead and install the Adguard app again, so it will create a permission. Then open system preferences and go to firewall options in "Security&Privacy". Delete the permission and only after that uninstall the app. That's gonna help.
