Network extension mode doesn't work in macOS 13

When my macOS is 12.x, adGuard generates a proxy in the network settings. But after upgrading to 13.0, reinstalling adGuard does not generate this proxy, so the network extension mode cannot be used. And when I reinstalled the 12.x version of macOS, reinstalling adGuard also stopped generating the proxy. It is suspected that the base system of macOS has changed some network-level things, so that adGuard can no longer generate network proxies.
