Okay, one more thing... which filter lists are you currently using?

Try to add to user filter this rule:
/tracking.cgi? is in Easy Privacy.
still the same result
Try to disable Easylist/Other filters, and turn on them one by one with checking.
Give this a try.
Update: Disabled "EasyList Hebrew" and UPS tracking is working again. I don't know why that filter list had been selected, I didn't select it before.

It could be selected automatically. Settings -> "Activate the most appropriate filters automatically"
