    It's a HTML filtration rule. I've used them in the past when rules were working fine in other browsers but not Internet Explorer.

    I checked it by disabling all filters, except User Filter with rule.
    Please, check it with cleaning cache of browser.

    Yes, I saw the ad with only the English filter enabled, even in Chrome/Firefox/IE11 with a clean cache. Just tried your rule (User filter only, English disabled) in Chrome/IE11 with a clean cache and it still shows whereas the one I posted above works great.

    They use geo targeting. In my country id of ad = ad-case, with US proxy - textads.
    Please, check this:

    ## preferably than $$ by speed.
