Yes, I saw the ad with only the English filter enabled, even in Chrome/Firefox/IE11 with a clean cache. Just tried your rule (User filter only, English disabled) in Chrome/IE11 with a clean cache and it still shows whereas the one I posted above works great.

They use geo targeting. In my country id of ad = ad-case, with US proxy - textads.
